Which reminds me to point out that, indeed, W. didn't invent callous disregard for the vulnerability of the people of the Delta. This isn't the first major disaster there. One of the elements of the new tragedy is how few lessons were learned and retained. It's not all W's fault. Decades of bad decision making by officials of both parties set the stage for Katrina.
None of which absolves the administration for its shameful bungling.
The events of 1927 changed the political landscape, led to a widespread call for Federal involvement in disaster relief, and helped set the stage for the New Deal. Perhaps history will continue to repeat itself.
