RESOLVED, That George Walker Bush, President of the United States, is impeached for high crimes and misdemeanors and that the following articles of impeachment be exhibited to the United States Senate:

In his conduct while President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has, willfully violated Section 4 of Amendment XIV of that Constitution.
By questioning the validity of the public debt of the United States, authorized by law, including debts incurred for payment of pensions, he has further caused unrest and insecurity in the people of the United States, whose pensions he is sworn to protect. He has raised doubts regarding the public debt of the United States among creditors both foreign and domestic, to the long-term detriment of the people of the United States.
1. On February 9, 2005, and other occassions, George Walker Bush, did violate his responsibility under Amendment XIV, Section 4 of the Constitution of the United States by publicly providing false and misleading information regarding the existence and validity of the Social Security Trust Fund, calling into question the validity of the public debt held by that trust.
In all of this, George Walker Bush has acted in a manner contrary to his trust as President, has undermined the integrity of his office, has brought disrepute on the government of the United States, and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of the United States.
Wherefore, George Walker Bush, by such conduct, warrants impeachment and trial, and removal from office and disqualification to hold and enjoy any office of honor, trust or profit under the United States.

On February 9, 2005, and other occassions, George Walker Bush, did violate his responsibility under Amendment XIV, Section 4 of the Constitution of the United States by publicly providing false and misleading information regarding the existence and validity of the Social Security Trust Fund, calling into question the validity of the public debt held by that trust.
1. On February 9, 2005 George Walker Bush, while speaking at the Commerce Department before Senators of the United States and private business owners, said that "There is no trust," and that the the idea that money was being accumulated to pay for future Social Security payments is "just simply not true."2. By providing this false and misleading information, George Walker Bush has suggested that, in violation of his sworn duty, he does not intend to honor this public debt. Further, he has issued neither statements nor proposals to create mechanisms for retiring this debt. He has instead urged actions to further increase other public indebtedness, both through increased spending and decreasing revenues. By such actions, and the questioning the Social Security trust fund, he has further cast doubt on all public debt of the United States.
2. The Old-Age and Survivors Insurance Trust Fund was created in 1939. Following recommendations by the National Commission on Social Security Reform in 1983, the Congress of the United States amended the Social Security laws to build a surplus for the purposes of paying future promised benefits despite demographic challenges to the Social Security system.
3. The Social Security Administration has invested that surplus in bonds issued by the government of the United States. These bonds are backed by the full faith and credit of the United States, supported by Amendment XIV, Section 4 and other laws. The National Commission on Social Security examined the investment history of the Social Security funds, and reported: "The National Commission believes that the investment procedures followed by the trust funds in the past generally have been proper and appropriate. The monies available have generally been invested appropriately in Government obligations at interest rates which are equitable to both the trust funds and the General Fund of the Treasury and have not -- as is sometimes alleged -- been spent for other purposes outside of the Social Security program."
1. He has suggested that monies paid in taxes by citizens of the United States for the purposes of ensuring their own future benefits under the Social Security system "are spent," falsely causing doubt in millions regarding their future economic security.
2. He has, through such statements, and by repeatedly submitting to the Congress questionable financing schemes and budgets, raised doubts among creditors regarding the intention and ability of the United States to retire its public debts, amounting to over 2 Trillon dollars.
In all of this, George Walker Bush has acted in a manner contrary to his trust as President, has undermined the integrity of his office, has brought disrepute on the government of the United States, and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of the United States.
